With "Flattering gets you everywhere" in mind I do not, primarily, wish to flatter; I wish to give constructive critisism. Sometimes that includes something that looks like flattering and if so that's nice I suppose.

I read a great deal more than I comment here and the reason is simple: I'm hardly always competent enough to comment.

On read requests. I send read requests if people ask me to but otherwise I've been trying to limit it as much as possible. I like commenting work of people who are not on my friend's list; I Think that's where I've commented the most and maybe that doesn't "get me everywhere";
