Are You a Cloud

Are you soft like a feather

Or are you loud

Are You a Cloud

Are you humble around the winds

Or are you staying proud

Are You a Cloud

Are you afraid of sun

Or are you shadowing the heavens

Are You a Cloud

Are you not going to survive for long

Or are you ready to bring a storm

Are You a Cloud

Are you holding just drops and mist

Or are you going to strike with thunderous fist

Are You a Cloud

Have seen you living over a distant mound

Have heard your mysterious murmuring sound

I hope to find you in my heart someday

You are far yet near, will face you without a fear

Seems to be a comment on fears and possibilities. The speaker repeats the question "Are you a cloud?" multiple times, always regarding whether one's potential is being reached. Many are held back by fears, but the speaker here is asking why.
