Flatteringly

The gate locks the wild man in to the world of laws

Joyously

It releases the citizen out in the free nature.

Well said this. I can elaborate a little:
If we see the gate, for example, being strict travel laws and obligations in the US. It SOUNDS flattering that the government is going to build a big wall, (or gate), to restrict unwanted persons from coming INTO the US, thereby 'protecting' us from evil. These walls work nicely to keep everyone in too. Because, as you may have heard, it is a 'dangerous' place south of the border.
Now the flip side:
When I went to Mexico for a month long vacation, I went OUT this gate. What I found on this side was a powerful sense of freedom that I THOUGHT I had enjoyed in the US. I was wrong in thinking that and my month vacation has now stretched to three years.
I am, in fact, basking in the free nature that you so eloquently portrayed in this poem.
