Not a sailor as such but been up and down quite a bit. So a little qualified to say I know just what you mean here. But its not just about sailing is it?
I'm not sure what the shape of the poem is meant to suggest, perhaps no more than a symmetrically satisfying form, but it could parallel, with its alternating short and long lines, the toing and froing of the exasperated speaker. I particularly like the line 'ever tiring running feet', which expresses the relentless nature of the enterprise, and the way the stanza literally hones to a point with the played-upon name of the lady who has been forsaken once again.
