LockdownA Chapter by K.S. McClureChihanna was disturbed by Kelsey's news. So disturbed in fact, that she said not a word for nearly a day as she tryed to figure out what to do. Towards evening, however, Kelsey was summoned to her private quarters.
"Kelsey," Chihanna said in a quite voice. "I am going to go somewhere, and I need you to act as temporary leader while I am gone."
Kelsey was silent. Where could Chinna be going at a time like this? She couldn't leave her people!
"Calm down Kelsey." Chihanna said, sensing her thoughts. "I am going to each of the mountains to speak with the Sages. I must convince them to go on lockdown."
"Lockdown?" Lockdowns were supposed to be something that never happens because the Ninabi were peacefull people. Lockdowns were for war.
"Yes. Its to keep the people safe, as well as to do a count and see who all is missing. This way we may be able to estimate how many the revs have on their side. Before I leave, however, we are also to go on lockdown. I need you to check the roster and see how many Fire Ninabi are living off-mountain and send messengers to bring them in."
"Of course. When are you leaving?"
"As soon as we have everyone. I do not know how long I will be gone. I will go to every mountain, convince the sage, then stay as they conduct their lockdown."
"There's another reason, isnt there?"
"Yes." Chihanna sighed. "We need to keep the people inside in case an enemy ability user comes to recruit. Also, you, along with the best mental abilitees we have are to evaluate every member to make sure there are no traitors among us, even if it is agains their will."
"And if there are?"
"You must isolate them until I get back. We cannot risk it."
"I understand."
"Good. Now get my people inside this mountain."
It took only two days to gather all the off-mountain Ninabi, with only a few that could not be located. When they were all inside the mountain, they were sent to their rooms to await further instruction. Someone from the counsel went to each room, counted the people, and evaluated them. When all this was done, Chihanna called a meeting in the largest of the halls.
"My dear people," she said when all were assembled, "I have called you here because we are now on lockdown."
At these words, murmurs of speculation spread through the crowd.
"I'm sure you all have heard about the attacks on the Ninabi Mountains. There is a group of rebels who wish to reveal who we are to the entire populace of Earth. For now, it is safest for all to stay inside the mountain. Elemental travel is hereby binded from use until the lockdown is over. Even if you try to use your element for travel, you will not succeed."
"Whats so wrong about revealing the Ninabi to the rest of the world?" shouted a voice from the crowd. "Yeah," shouted another, "and what gives you the right to tell us what to do?"
"What is wrong with telling the world what we are, you ask? Nothing, that is if they would understand. You know how human kind is. They fear what they do not understand. Your families would be discriminated against, possibly harmed, or even killed. They might would even take a few of us and experiment, to see how to make killing machines like us. It is my job, as your Sage, to care for my people, and make the best possible decisions under the circumstances." The people were silent at her words, for they all knew it to be the truth. "Plus, I have no rights that you do not. I ask for your cooperation for the benefit of all. If you are hindering the decisions that protect this great people, then, and only then do I have any authority over you." Again, the crowd was silent. "Kelsey, please come forward." As Kelsey walked towards the front, Chihanna began speaking. "I have some errands to run at the other mountains, while I am gone, Kelsey is to act as temporary sage. She does have the Sage authority if I give it to her. Also, if something should happen to me, she is to lead you permanently."
Chihanna looked at the crowd. She saw no objections, so she continued. "Now, I must be going. Dismissed." With that she was gone.
