The road to Gnome

At this time,

 I felt there were explanations in order.

Our hero, 

 somehow bloodied, and probably concussed, is screaming about a gnome.

This would not be out of the ordinary in most major cities, but there seems to 

be physical destruction on the scene. 

I am assured the winged individual was only a pigeon,

and they found the missing bolt which led to the fire escape falling down.

On a side note,

the authorities are asking for your help in a case of missing property.
