Chrysler OEM Programming/Diagnostic Tool

I have some questions regarding Chrysler OEM programming/diagnostic tools. I noticed micropods on eBay for $1500. What does this mean for me? Here are my concerns:

1. Do I have to be a dealer to use it?
2. Is there a monthly fee?
3. Can a small shop like mine own and use it for programming/diagnostics, or are these tools only available to dealers?

I don't know what tools dealers use for programming and diagnosing. Can someone shed some light on this issue? I want to use the Chrysler diagnostic tool for flashing and programming, but I'm not sure how it works.
