In third stanza, I read it as "who wears" is that what you meant there?
Geez, this poem reminds me of someone who is running for the highest office.
The wolf, but not even hiding in sheep's clothing.

very vivid imagery. it could certainly be read as a metaphor, but the descriptions are so strong, that it could also simply be about an actual storm approaching, with the feelings that come along with that.
