Fomenting The Failure

A drip, a dribble,
   Coagulating with the other
Falling droplets. The thunder
  Foments an uprising; the puddles,
      Normally stagnant, ripple and stir,
Full of the energy of the downpour. Their boundaries
    Become bloated and indistinct--the dissatisfaction is tangible.
Almost in an instant, the insignificant pools burst from their
   Crude adumbrations and combine into a stream, nay, a river.
The clouds above mutter their approval as more dissenters
Continually rain from the sky. The torrent surges, pulsing.
All resistance is swept away--a lasting change seems
    Inevitable. The dirt and scum is eroded from the 
  Sidewalks as the uprising forces itself forwards.
       Strangely enough, however, the momentum
      Appears to be slowing. The street-side
       Is leveling off, the slant of their 
       Revolutionary hill slowly 
  Disappearing. The rush
    Of water becomes a
Stagnant puddle,
  Full of scum and
Filth.

Change that brings no change; revolution to remove scum and filth from the top only resulting in different scum and filth at the top.
Not sure what this poem's pattern is meant to represent--unless it's just a puddle.
Typically, the writing is excellent. Particularly like: "The thunder foments an uprising..." "Thunder" aptly describes the increasingly loud, echoing rhetoric often preceding rebellion or revolution--also often accompanied--magnified--by drumbeat.
Poetically, "Fomenting The Failure" has, instead, secured a success.
Excellent offering, Ben.
