I am not really sure I've understood

"And what of the man who must steal food,
to feed his young?"
"Is he evil? or Is he good?
I am not really sure I've ever understood."

"And what of the man who shot a dozen men,
for his nation?"
"Is he a hero? or is he to blame,
for the dozen who died for the same."

"And what of the man who leads to victory,
the country in war?"
"was the economy that flourished in his glory,
worth more than people who died daily?"

"But what of the things I was told,
when I was young?
That there are angels, that there are devils."
"And why is the bad if the good always is?
or is it that the good is evil?"

I see you are a philosopher at heart.

I would attempt to answer your final question by saying evil is the absence of good (or God) in any particular circumstance or human heart. Many philosophers and spiritual people have wrestled with these questions for ages. I like your poem.
