    Keep the size and population of the nation small.
    Make certain that there are enough weapons for an army but never use them.
        Make it so the masses take death seriously and they won’t be eager to travel off to the ends of the earth fighting wars, even though there are plenty of transports and battleships, even though there is enough armor and weapons for every citizen�"the masses won’t ever choose to use them.

        Let the people take care of their own affairs and enjoy their own sense of independence, then their food will have more flavor,
        their clothes will seem more beautiful,
        they will be happy with their homes,
        they will feel more safe and secure,
        and they will be happy with the quality of their lives.
    Even though two nations may border one another and keep tabs on each other,
            and the sounds of dogs barking and roosters crowing in one nation may be heard in the other,
        the masses of the one nation will live their whole lives, grow old and die,
        without ever visiting or trading with the other nation.
