EDITOR'S LATER NOTE:  The American usual plan was not working like "experimental aircraft" can. 

1  You list your purchases from Congress, right?  You give up the ability to sneak attack with hidden forces?  Well....

2  Experimental aircraft have to be described by Congress and declared to make them illegal to sell, and that is giving up our sneak attack if there is an attack coming

3  Air superiority should be shared with close allies at least to keep them happy with us and safety in numbers  The raptor for US only was a dreadful answer, right?  you have to ask us to cover your attack and we may not do it?

There is another way is my best belief, and I don't like it this way, and we can pay back 9/11 to some degree with our funky assed flight options and newborn military that shows insight and improvement.  What do you want to buy, or do you want to go to somebody high in the government and claim a shared interest in your strength and just take it away as something that is not illegal, I think, something that is finally clearly allowed.  Happy allies and help if we don't buy enough alone or need to go with joint vengeance anybody?
