The Definition of Terrorism?

In my opinion, despite 13 years, roughly, of counter-terrorism, there is little guidance as to what is and is not terrorism. The best definition I have is as follows:

Terrorism is a combination of the following factors and the weighting or decision-making principle or principles that make a coherent definition and legitimate shooting situation:

1) Terroristic Threats: Example: "Fear me; fear me; fear me.  I am the undoing.  I am the one to bring terror to the world.  Fear me; fear me; fear me.

2) Targeting for Non-Military Purposes - Generally, these days, this means bombing civilians, particularly in public places.

3) Membership in a Terrorist Organization - If we shoot civilians, it could be a civilian massacre if conducted by a paramilitary group and dumped into a ditch, a murder if an individual conducts it who is not in a terrorist organization, or a terrorist act if in a terrorist organization.

4) Excessive Drama - Excessive drama is largely using bombs instead of more direct and less dramatic approaches to death in the modern world.

5) Possibly Other Factors Commensurate with the Previous Four Factors as Provided by My Magic:  I have not finished my definition of terrorism, and such might be complicated beyond the capacity of all of humanity during one lifetime.

This is the best I could derive on a definition of terrorism; how does it sound?  Comments?  Criticism?  What do you think?

An update to my terrorism definition:  MUSIC: YOU DON'T KNOW (how many problems this will cause when I already came so close!)

Two factors:

5) To Inspire Fear or Terror....  For example, if somebody hijacks a plane to cause terror in people, probably already a terrorist I guess without thinking...

6) With Terrorist Motives...  Terrorists have their motives.  If you hijack a plane by yourself and are not part of a terrorist group, if you have seedy, terrorist motives, probably terrorism or it is.

The usual ending, these and other factors that are like these that my magic says is a shootable definition and a method for combining these factors.

'There.  That should help, or a new fight at the FBI!  I said, "There might be more."  I have about double this. Sorry.  This takes a lot of thought!

EDITOR'S NOTE: This added about ten minutes later as a considered part of the definition that America means WHAT by that word?  I have not seen all the cases and work what I know, pretty much.  Hope this helps!

7) To produce terrorist effect actions....  Not just a terrorist motive?

What about 1-6 and "actions done to terrorize people."  If it is any of these, 1-6 and the to terrorize, I guess it is shootable by my magic and also evil, right?!?!?!?  If any one of these is present, it is terrorism, right?!?!?!
