DNA Evidence Assignment

A Story by Winnie Melda
"

What does CODIS stand for? CODIS is an abbreviation for FBI’s Combined DNA Index System, a database of DNA profiles and a software platform that blends forensic science and information technology.

"

The computer network stores DNA profiles from crime scenes and searches databases of DNA profiles. CODIS comprise of three hierarchical design levels namely Local DNA Index system (LDIS), State DNA Index system (SDIS) and National DNA Index system (NDIS). This hierarchical design provides federal, state and local laboratories. CODIS can be used to generate investigative leads in cases when a match gets obtained by comparing DNA profiles found in crime scenes with those in the database.

What federal law enforcement agency manages the National DNA Index System?

CODIS is administered by the Federal Bureau of Investigation (FBI). The FBI started a pilot project of CODIS in 1990 and launched the National DNA Index System (NDIS) together with CODIS software in 1998. In 1994, the United States Congress passed the DNA Identification Act that gave the FBI authority to develop a national database. Access to CODIS is limited to criminal justice agencies for the purpose of law enforcement identification.

Name the two primary indexes in the national CODIS database.

DNA database systems that use CODIS database comprise of two criminal indices namely (the convicted offender index and the forensic index) and a missing person index. The convicted offender index consists of a database of DNA profiles of persons convicted of certain offenses. The forensic index contains databases of DNA profiles that got acquired from crime scene evidence that includes saliva, blood, hair, semen, etc.

The missing person’s index comprises of unidentified person index and the reference index. The unidentified person index consists of DNA profiles from recovered human remains that include teeth, hair, bone, etc. and the reference index contains databases of DNA profiles from related persons of missing people.

Interesting essay; but it also should be noted, the analysis of poor quality DNA samples may lead to uncertain results requiring substantial interpretation by the forensic scientist, and the potential for human error or varying opinions in the interpretation of the results.
