A skilled and seasoned sailor or sea captain knew where to safe guard their ship if its caught in the storm. Often times the captain would navigate its ship near a shore but not too close to the shore to avoid being rammed into rocks and cliffs or submerged rocks and corals that could puncture the ships hull. So they used a regular anchor to drop it in the seabed and tethering the boat to the seabed. The boat or ship will rock and toss but not get rammed to the rocks and cliffs. Should the boat get rammed or capsized. Sailor can still abandon ship and hopefully swim and make it to the shore.
If the ship is caught in the middle of the sea or ocean and has no time to evade the coming storm or even to outrun it by coming to a nearest port or island away from the direct path of the storm. There's another anchor that a ship use or drop in the sea. They refer to this as sea-anchor or drogue. When used during a storm in the sea it acts like a drag or brakes slowing the boat down and at the same time stabilizing the boat and prevent it from turning broadside from the smashing waves.
