The message; No matter your ethnicity, no matter your place of labor, no matter your age, no matter your religion, you have the combined capability to change something if you want it change it. Nothing is stopping you but yourself. The people who have control over you do so by means you overlook every day, and they gain momentum as time passes. A revolution is always possible. There is always a flaw in a human constructed system.

This is the story of a society ruled by the few, the powerful, those simply known as, The Establishment. The Establishment formed their hierarchy in the year 2000 with the failed uprising of the lower social classes of the United States of America. 

The country once known as America no longer exists. In it's place, Sacra, the land of the sacred.

The Establishment is ruled by a circle of wealthy families, with a rotating power cycle ever 20 years.

The territory of Sacra was established by The Great Forerunner Edwin Augustus.

Augustus, Eden, Isis, Otto, Ulrich.

We are in the Era of Uris, the current Prime Director of Sacra, 8 more years before the power shifts back to the Augustus family.

The general population on commoners are known as dawdlers. They are the poor social class of Sacra. There is no "middle class" like there was once in America. There is only the sacred families, members of the Establishment and the dawdlers.

The year is 2092 and the day is January the 24th. The time, 4:42 AM.

The occupied land of Sacra is much smaller than that of America. Instead of 50 states, there are only 5 districts. Combined, the districts only make up about half of the continental United States. When the Establishment took power, they reduced the area of occupation to ensure maximum control and zero resistance from the population of dawdlers.

In some labor assignments, amphetamines are forced injected into dawdlers to ensure maximum productivity in their given assignments.

Firearms are other weapons are not allowed by The Establishment and is punishable by death if found to be in a dawdler's possession. If you find any type of weaponry, you are to report it's location to the Patron of Warfare.

There is no monetary system. You live to work for the Establishment and in return, you will receive monthly rations of food, hygienic supplies, labor-related supplies, etc.

Libraries do not exist as literature is prohibited by the Establishment. Any type of philosophy, religious text, psychological studies, political manifestos, fictional literature, etc are prohibited by the Establishment. The only writings allowed are manuals for work and study. Books still exist but are passed around by like-minded dawdlers.

Music is allowed in Sacra but is mainly limited to instrumental and classical music pieces. Words and poetry influence people against the Establishment. The only words necessary for influence for the Establishment is the Sacred Oath itself.

The general population of commoners are not permitted to own or operate automobiles. This is a privilege reserved for the sacred families and the Establishment of Sacra. The general population is only permitted to walk and/or use the transit system to travel to labor.

Crimes and Punishment;

For every dawdler that successfully reports any violations done by any other dawdlers to the Peace force, (s)he is rewarded with am extra 2% (maximum of 10%) of rations for a 30-day supply.

Public executions take place every 22nd day of each month.

If you abandon your labor duties, you will be placed on a WOL (Watch out List) at designated locations around the 5 wards and the DC (District of Control). If the absconder is caught they are subject to torture and/or death. Many dawdlers usually keep up to date with the reports of absconders so if they can provide positive information about their whereabouts, they get a ratio reward for their service to the Establishment.

Bertrand will come a point where he cannot feed Yayoi and himself, so he resorts to reporting a few dawdlers in hopes to get the extra rations he needs to feed himself and his daughter. He feels very guilty for this action.

> Torture Facilities

Before a dawdler is executed, (s)he is taken to one of the determined torture facilities to physically and mentally pay for their crimes.

The Nine Pillars of Council;

The Councils are disciples to the current Prime Director of The Establishment. They do not control the operations, only ensure the programs are running in an orderly fashion to the orders of the current Prime Director. Dawdlers are assigned labor positions in different councils. Labor equals rations.

The Councils of Control

> The Council of Territory

Responsible for being attentive to the affairs of both foreign and district. They control the district's housing projects, construct/maintain Establishment buildings and housing for the sacred families.

> The Council of Warfare

Responsible for planning warfare, on both foreign and the district. With the assistance of the Council of Indoctrination & Propaganda, warfare on foreign and district targets is absorbed and accepted by the general population of dawdlers.

USAV Drones (Unmanned Surveillance and Assault Vehicle) fly over the territory to ensure maximum security of the land, it's people and the sacred families. The USAV drones are armed with precision missiles. The targets are unexpectedly murdered from above, only know that they exist, but never when they will attack. The USAV drones are visible by the naked eye in the sky. The Establishment used this trait and the distinctive "hum" of the drones as an intimidation tool.

> The Council of Rations

Responsible for controlling and manipulating the ration levels of food and resource to the general population. They impoverish the population of dawdlers to ensure maximum control.

> The Council of Labor

Responsible for assigning dawdlers labor tasks in exchange for rations. Labor is not optional. So long as a dawdler is living and breathing, they are ordered to work in the labor facilities. Once a dawdler is unable to offer labor, they will be executed in a clandestine act.

> The Council of Transit

Responsible for transportation and delivery of the population and rations.

> The Council of Indoctrination & Propaganda

Responsible for broadcasting and spreading the propaganda of the Establishment of Sacra. Anchors (Propagandists) are the people who report the daily, weekly, monthly, yearly agenda of propaganda to the masses of dawdlers across the 5 districts and the DC.

The Propagandists;

Piers Mortgage- An ex-British Propagandist 
Piers is a studio propagandist who reports on the crimes committed in Sacra and abroad. He has a very crude sounding English accent.

Erin Brunette - A Sacrian Propagandist
Erin is a street propagandist who squawks her propaganda like a bird on the streets of the DC. Her nose has an appearance of a bird's beak.

Nancy Disgrace - A Sacrian Propagandist
Nancy is a absconders reporter. She has a very bitchy, knows all attitude towards the dawdlers she reports to.

> The Council of Intoxicants

Responsible for the development, distribution and dependency of intoxicants. This includes the prohibited intoxicants as well as legal intoxicants.

The intoxicants
Manufactured intoxicants such as pills are legal in Sacra. These types of drugs are used to keep the unmotivated dawdlers motivated in life and work towards the Establishment. Intoxicants such as; Cannabis, any psychedelic, heroin, PCP, etc are prohibited. The mild intoxicants such as; Tobacco, Caffeine and alcohol are legal.

> The Council of Cyberspace

Responsible for the security of cyberspace from cyber attacks against the Establishment. They are responsible for controlling and patrolling the cyberspace against wannabe revolutionaries and growing radical ideas against the territory. I.D.s have cameras and microphones installed into them to ensure proper surveillance of dawdlers. The I.D.s are also two-way communicators with the Establishment.

> The Council of Health

Responsible for keeping the dawdlers in good health to ensure they are productive in labor to the Establishment. This council is also responsible for spreading disease around Sacra in the sake of population control.

The Population of Sacra

Dawdlers and any other inhabitants of Sacra must have their Identification Devices in their possession at all times. Identification Devices hold the dawdlers information such as; personal information, curfew, labor clearance, hours worked, etc.

Identification devices are practically the same as portable computers like the ones before the revolution one hundred years ago. The only difference besides up-to-date software and technology is that the I.D.s are assigned to every dawdler.
