If your question is indeed a hanging question, I would say that "YES", this is a poem. Why? First of all, because it prioritizes lines, and stanza, above sentence and paragraph. Some may chime in with the point that there is prose poetry, which looks like prose, but feels like poetry. I do not have an answer to that dilemma, however.
