II. The City Structure

   Little is known about the governement of City A.  It is an independent entity with no outside influence or government.  The city government appears to have a legislative and executive branch, but no judiciary system.  The public of City A has access to many facilities and services provided by this mysterious government, some of them are outlined below.

 

HOSPITALS AND HEALTH CARE CENTERS

   There is one hospital in City A.  It is located in the center of the city, in an imposing building.  Inside there are hundreds of empty rooms.  In one room, brilliant doctors in even more brilliant white coats walk through aisles of patients.  The doctors take one look at the glow of a patient and immediatly determine when or if the patient recieves treatment.  If the patient's glow is too weak, they recieve a referal to a Termination Clinic.  If the patient's glow is only slightly diminished, the injury is treated there.  Surgeries, sutures, sonograms, stents.  The hospital can save lives but rooms are always empty. 

   There are two Termination Clinics in the city.  One is located in the Northern half the other is in the Southern half.  Patients with a referal from the hospital get immediate access over regularly scheduled patients.  The Termination Clinic's patients are the old, the sick, the deformed, the impaired, and the severly injured.  An attendant will lead a patient into a room where they can change their clothes into a white gown.  Next the attendant leads the patient into a room absent of any furniture or decoration excluding a single gurney.  The patient is firmly strapped in.  The attendant leaves the room for another room across the hall.  This room is lined with various control panels.  Back in the patient's room, music begins to pay, something insipid and instrumental.  Then the attendant, usually a charming young girl, presses a single button and enters a single four letter access code (L-O-V-E) to administer the cyanide gas.

  The city also has several Artificial Insemination Centers.  Though, the citizens of City A often partake in sexual intercourse with one another, no child is ever concieved.  At birth all females undergo an oophorectomy.  Without the ovaries, the females of City A cannot concieve.  When a couple would like to have a child, they fill out a request form and schedule an interview to determine whether or not they are qualified.  If they are, they go to a Center and design their child's genetic make-up, have it implanted in the female's uterus and return in 9 months for the delivery.  If the procedure does not work, the couple must begin again at the paper work.

 

POLICE DEPARTMENT

   City A has one police department.  The purpose of the police force is to deter and prevent crime.  If a crime has already take place, the police can do nothing.  Officers can be hired to guard shops and banks.  Though, the prime use of the department is to retrieve people who did not report to the Termination Clinic on time and escort them there.  They also bring back anyone who leaves the city without a permit.

MILITARY

   City A has a large standing army.  It is well equipped with technologically advanced arms. 

City A does not have courts, a fire department, a public town office, schools, or a library.
