This is a one sided story. Our protagonist meets an old survivor living in the cave outside their long sealed sanctuary.

Darling, if you're ignorant of the state of this world, then you're dead as the rest of us. Hell… though for what time I may have left in this rotten land I'd rather not hold to regret for sending you off blind. Sit there now, and maybe what I know can keep you living.
Our land prospered once, the Witche's Elite guided us though troubles and fostered our growth. No person wanted for a need, and hardly a complaint could be heard of the principals of the court. Those times feel like a distant memory, and to most believed too fantastical to be the truth. I was there though you see, only a boy, but I was there.
It all came crashing on that day, that damned for saken day. The council of Elite made an enemy of Agatha, The Witche's Bane. I'm not sure in what way but she worked close in hand with the Elite Grand Witches, hell she may have been one. I suppose in the end it doesn't matter, she swore the end of their rule… and she delivered.
This world is her hunting ground now, anyone out there born with the power to stop her or foolish enough to seek it are slain within days. Its all thanks to that damn creature, that f*****g!…

CRASH!!

…Dam!…

THUD!!

…Monster!!…

The Witch's Bane is known for her monsters, all truly terrible, but the absolute worst is her god forsaken war beast. This is no demon nor nightmare shade we're talking girlie, Agatha's war beast is beyond our world. Twisted by dark magic and trained to ferocity, the war beast is drawn to those who possess an abundance of magical power.
The Witche's War Beast was once of the Pesante from Catalan legend, most were canines, but hers is feline. Somehow this difference meant the creature was unusually resilient to Agatha's brutal experimentation, she twisted it's smokey form and infused traits of countless other creatures.
The beast is faster than wind, and darker than night, most can only claim to witness it's carnage from afar. Those who survive close encounters are never the same. It devours it's kills whole, supposedly so it stays fed longer, and so the souls of the dead remain inside.
Luckily for most, magical prowess relies in birth talent or artificial enhancement so if you're not born a target, you'll only be one by choice. It's like a recessive trait, and every child born and slain lowers the chances another Elite Witche will ever exist again. All others suffer dwindling control, each generation has less magical talent. Without an Elite to stimulate the gene pool or unlock potentials, it's only a matter of time.
What? Change it? Hardly! You can't hope to defeat Agatha, her beast, or her army of monsters. Certainly not alone and sure as hell not without enough power to become a target. Magic fuels this world, the less hold we humans have, the more our efforts suffer. Crops falter, electricity stutters, and medicine dilutes…

It's been so long since an Elite has been born.

Agatha The Witch's Bane herself will hardly be the worst of your problems, with systems failing, even small villages have become vile and criminal. All those spared the hunt would rather kill, eat, rape, or rob you before help this lost cause.

What?

No! Now I said there's no chance, and I've done an awful lot of talking for someone who won't heed my warnings.

What in Maya's name has you so sure!

you… no, now I know you're out of your mind. Locked in that vault has clearly warped your mind girl…

Not one record ever talked of any Elite Grand Witche ever having a child, unless…

Gee Valdi Reante, she was one Elite Grand Witche rumored to have had a family before joining the rank. Apparently she had a propensity for runes and warding, if anyone could, she could.

It's preposterous, such protections wouldn't be permanent. Besides, runes must be hand scribed.

Oh, oh my…my dear your scars there, I believe there is more to them. If you don't mind, my magic is nothing grand, but I'd like to check you.

Oh no, nothing major. I will simply try and measure your prowess with my spell.

Impossible, even if you had none, there should have been some result. Your body is completely hidden, I dare think you might be warded against analysis entirely. If you really are the daughter of Gee, then you dear girl, may be the only person capable of fighting back.

I can't say what it will take, or know just how hard it will be, but you might be our last hope.
