A major daily social issue, despite begging being essentially illegal

"
Walking down the street, waiting at traffic lights...heck even outside your own doorstep...children, women & men will often pull your leg (quite literally) & demand money or food...aggressively snatch bottled water from your hands...is this not harassment, intimidation & theft/mugging? According to s363 of IPC, soliciting in such activities is prohibited...or for charitable purposes, a senior official can grant a temporary license (for instance during Ramzan)...why is it then, that beggars occupy hotspots outide places such as Karol Bagh or Subhash Nagar metro stations in Delhi...in front of apathetic constables who ignore? Many are phoney, just looting unsuspecting people...stop giving to beggars please!
