Why do officials hesitate in giving their name?

The surprising difficulty civil servants government have in providing their name when asked

"
Be it police officers, railway staff or the worst offenders of them all - healthcare professionals, they all seem to relish withholding their name. Why? Having been abroad myself, I noticed that Asian (particularly Indian doctors & nursing staff) explode if you ask for their name during treatment or consultation. This is perfectly acceptable & normal good practice for future reference. Often when following up with another doctor, they tend to enquire which doctor (I.e who) saw you previously...they will proceed to even conceal their ID badge but demand all your personal details...guarded

Instead of responding appropriately, they often interrogate the patient as to why they need or ridicule them in front all others - "have you come for treatment or my name?" Alternatively, they will have an angry outburst & ask you to leave. Little do they understand that this is all part of offering treatment. Be it the GMC in the UK or MCI in India, both regulatory bodies mandate that this be done. However in practice, who cares? Behave however you may so wish...& escape unscathed. After all, rules & guidelines are seen as pillars meant to be disregarded & broken...A significant proportion of doctors appear to be one of the most insecure & socially tactless people in the world...at least in India anyway...
