I like the rain and the snow...I love thunderstorms...and so does my daughter. She thinks thunder is funny and laughs in delight at the explosions...like fireworks! But her aunt bought her a magic wand from Sophia the First in Disneyland...and she is so frightened of it...I can't for my life begin to figure out why...she hates it with a terror though. So interesting and strange, our individual perspectives of things. I enjoyed the read.

I wouldn't have known this was about a storm, had I not read one of your reviews. I like that interpretation, but it wasn't what I was thinking at all, as I read your lovely well-written piece. What I was thinking about is how we are ambivalent about some people in our lives, often blocking them out, but then being very surprised when, in a weak moment, we let them in, & we see how amazingly fun & awesome it is to be around this person we had previously blocked. In fact, I'm having this very experience on Facebook . . . anyhow, your poem is very powerful, the way it evokes a variety of interpretations! Great read!
This is a very interesting way of talking about a storm (?) perhaps rain coming to visit and when you finally go outside you remember how it feels to stand in the warm rain (?) That's sort of what I got out of it and I really liked it :)

i would leave out the author's note...this is a very cool poem and nice for the reader to determine who or what the neighbor is.
i like the movement of the story---needs some editing "lying" instead of "laying"---and "turns off the electricity" and "can't" in first stanza.
i saw more than rain here...the visitor is a storm---and it wreaks havoc, both in sound and fury.
I understand that you're neighbor is a storm and being from Kansas myself, we have many storms that knock out the electricity (that would not shut your laptop down would it?). When that happens we set on the front porch and listen to the sounds of the storm, so it is like a neighbor come to call for a visit. Bravo! I didn't think of it that way before so thank you for giving me a new thought :~)
