The First Line

Everyone says it. Billy Collin's says it.

I had been told
"The first line makes the poem."
But now I'm not so sure.
The sun rises.
The sun sets,
and like and infant child
I too am so innocent.
So why can't the last line
make the poem?
I don't think everyone is soo innocent.
