I've only been here for a few days, but I think you start a book and then add chapters to the book.

Step 1: add a book. Step 2: add writing Step 3: select chapter, while adding Step 4: select the book the chapter will go to Step 5: profit :). Got that in first ten minutes of me being here :D.
