Depth and realism. Though a character is fictional, they need to be as layered and complicated as a real person is. They need those triggers and ticks that make them feel like a real person,because then the readers can fall in love with them.

Or hate them. Nothing I'd better than a good villain

Yes ORR hate them. A reader should FEEL for the character in one way or another.

A good fictional character needs to feel as real as possible to the reader. Obviously you can never convince them that the person you're writing about it in fact real, at least not in this world, but if you can get them feeling for this person you're in. Make sure the reader knows likes, dislikes, appearance, background, parents, friends, moral code. Like does this person like pepperoni on there pizza, do they even like pizza? Add as many layers to them as you have for yourself and slowly but surely you'll find this character is very real. Agreeably the character doesn't have to be likable, unless someone likes really awesome villains then make them likable in that sense. Start with an archetype and maybe build from there. Like a dumb jock or a book nerd. Then add things. If you have a romance, don't go for the love at first sight cliche have them fall for eachother over time using the smallest of exchanges.
