Fiction Freaks! Forum Characters

Wanted to start a thread to help with fleshing out characters. What techniques do you use to bring your character to life in your work? Or do you prefer to focus on the story and let the characters go along for the ride? Do you go back and add depth to characters so they do not remain one dimensional?
